How to clean a VERY dirty stainless steel hoop?

I dropped it in the sink….. And had to take apart the pipes to get it… It was found on a smelly wad of hair and sludge It’s going to go in a somewhat new piercing too…. Healed but still new…. I alreadyboiled it for around 30 minutes and scrubbed it like crazy with antibacterial soap…. I may take a propane torch to it…. What else should I do to get it clean?
